Programme Design and Development
The Programme Design and Development sub-directorate is a newly established unit focused on driving the design and development of the Cape Teaching and Leadership Institute's (CTLI) professional development programmes for educators. This sub-directorate oversees the entire lifecycle of both new programme creation and the enhancement of existing ones.
Additionally, it plays a key role in expanding the reach of CTLI's initiatives through resource development, social media engagement, and other marketing efforts. Once fully operational and integrated, the sub-directorate will also take on responsibilities related to research, innovation, quality management, and digital transformation projects. A phased implementation strategy will be adopted to ensure a smooth transition and expansion of functions within CTLI.

The Programme Design and Development sub-directorate plays a vital and collaborative role at the CTLI. With a focus on improving learning experiences, visual design, and overall product quality, this team ensures that CTLI continues to deliver high-quality professional development programmes. These programmes empower teachers and school leaders to make a meaningful impact on learners across the Western Cape. Here’s a look at their main functions:
Design and Development:
This team designs and develops programmes from concept to creation, producing engaging digital and print materials. Collaborating with researchers, writers, and graphic designers, they ensure content is accurate, relevant, and visually appealing. Their digital teaching and learning expertise support face-to-face, self-paced, and blended models, creating interactive resources that enhance adult learning. The team ensures that all resources align with the curriculum, national and provincial policies, and internal quality frameworks. They establish and adhere to style guides, ensuring a consistent and professional brand across all materials
Quality Assurance and Information Management:
A robust Quality Management Framework, supported by data capture and reporting tools, helps guide informed, data-driven decisions. Continuous evaluations and trend analysis inform ongoing revisions and updates to the programs.
Research and Innovation:
This unit prioritises ongoing research into teacher training needs, curriculum policy, pedagogical trends, and digital tools. With a strong focus on teachers and school leaders, they design training materials that are informative, engaging, and innovative. Feedback loops provide valuable insights, ensuring continuous improvement and relevance in future programmes.
Marketing and Communication:
This team oversees CTLI’s marketing and social media, ensuring clear communication of programme offerings and active engagement with key audiences. By promoting professional development opportunities and educational insights, they enhance CTLI’s reach and impact among teachers and school leaders.
In summary, the expansion of CTLI to include the sub-directorate, Programme Design and Development, is welcomed, and the team is excited to play their part in preparing confident, knowledgeable and skilled teachers within a future-focused education environment.
